What it means
Cards left in the deck that turn your hand into the likely winner. For quick math: the rule of 2 (one card) and the rule of 4 (flop to river).
Example
With 9 outs on the flop, the rule of 4 gives 36% (full count: 35.0%) and the rule of 2 on the turn gives 18% (full count: 9/46 = 19.6%).
