Closing the action
What it means
Being the last to act in a betting round: if you call, the round ends and nobody can raise afterwards. That is why the BB can call with more hands preflop: it pays a low price and nobody raises behind, even though it then plays out of position.
Example
The BTN opens to 2.5 bb and the SB folds: the BB calls 1.5 bb for a final pot of 5.5 bb (27.3%) and closes the action preflop.
