What it means
The point in a tournament where the next player eliminated leaves without a prize. That is where ICM weighs the most: losing an all-in costs more in prizes than winning it adds, so calls need more equity than in chip EV.
Example
Three players are left with 10 bb each and two get paid (65/35): the next one to lose gets nothing. An all-in call needs 60.6% equity instead of 50%.
