What it means
Opening from a late position (CO, BTN or SB) when everyone before you has folded, aiming to win the blinds without a fight. It pays more the more the blinds fold and the more dead money there is in the pot (for example, with antes).
Example
It folds to the BTN and you open to 2.5 bb to win 1.5 bb of blinds: if both blinds fold more than 62.5% of the time (2.5 / 4), the open wins chips from the folds alone.
